2007-02-19 | 116000, the single EU hotline number for missing children

The Commission has adopted today the Decision reserving the 116000 telephone number in all Member States as a hotline for reporting missing children. Other common Europe-wide telephone services of social value starting with 116 may soon be reserved following this Decision.

2007-02-12 | Driving safely when using in-vehicle ICT systems

The European Commission has updated the Recommendation on human/machine interfaces in vehicles. This update responds to the increased presence of portable devices in cars (for example mobile telephones, PDAs, laptops etc). While still allowing competition to continue between manufacturers, the text aims at making the design and the installation of these systems safer. It also underlines the responsibility of each actor concerned, from designers to consumers as well as car manufacturers, rental agencies and fleet managers.

2007-01-17 | Independent research by Berg Insight verifies the socioeconomic profitability of eCall

A new research report from the analyst firm Berg Insight has independently verified the socioeconomic profitability of the eCall system, proposed by the European Commission. The eCall system is intended to automatically initiate an emergency call to 112 from the vehicle and transmit satellite positioning data to the operator in case of a road accident. By reducing the reaction time for the emergency services, the system is expected to save thousands of lives annually when fully implemented.

According to a recent Eurobarometer study, European motorists attach high importance to safety in choosing a car, but the perceived high price and lack of understanding of the benefits still slow down market penetration of intelligent safety systems. The European Commission has already recognised this and has increased efforts to raise awareness of the real benefits of intelligent safety systems.

2006-12-14 | Commission takes steps to enforce EU telecom rules against France, Poland, Slovakia and Latvia

In a new round of proceedings against possible infringements of EU telecom rules, the European Commission has opened two new infringement cases against Poland. The Commission is also sending a reasoned opinion to Slovakia and Latvia, opening the second stage of infringement proceedings. The Commission is referring two Member States (France and Poland) to the European Court of Justice and closing one case against Latvia.

2006-12-12 | Iceland signs on eCall

Following the presentation of the eSafety Commission Communication titled "Bringing eCall back on track" in the Telecommunications, Transport and Energy Council of 11 December, Iceland signed the eCall Memorandum of Understanding (MoU). This brings up to 10 the number of countries which have signed the Memorandum. (11/12/2006) On the signature event of the MoU Mr. Sturla Böðvarsson, Minister of Transport and Telecommunications stated: "We are convinced that eCall will help save lives and therefore fully support the Commission in all its efforts to realize this service. We are please to be able to demonstrate our commitment by now handing over a signed declaration of two key players in the chain of starting eCall service in Iceland. We firmly believe that we will have required facilities for eCall in place as a part of a Pan-European eCall service in due time to the benefit of road users including Icelandic citizens and the growing number of tourists". The Minister handed over two other Memorandums signed by Icelandic organisations: Neyðarlínan hf, the Reykjavík PSAP, and New Development á Íslandi ehf, company specialised on in-vehicle equipment.

2006-12-11 | Cars that dial 112: An action plan for getting emergency calls back on track

An urgent set of actions to restart moves to roll-out emergency call (eCall) technology for cars in Europe has been proposed by the Commission. The Commission-industry action plan agreed in 2005 to add eCall to all new cars in Europe by 2009 has stalled, warns the Commission status report of 23 November. While there has been significant progress at European level, some Member States have been slow to invest in infrastructure, and industry now refuses further action. "We urgently need to get eCall back on track," said Viviane Reding, EU Commissioner for Information Society and Media. "We have the technology. Now we need Member States and industry to move up a gear and help us make Europe's roads safer sooner rather than later."

2006-12-11 | Austria ready for eCall

The Austrian pilot project on eCall is conducted by the Austrian Federal Ministry of Transport, Innovation and Technology together with Dolphin Technologies, market expert in security systems and telematics units for cars, the ÖAMTC operation centre and the mobile operator Mobilkom. In the Austrian simulation eCall infrastructure after triggering an alarm, the ÖAMTC operation centre gets informed by two different ways. It receives an SMS message, which is reformatted into an email and which contains relevant data regarding the driver and the vehicle, as well as the position where the alarm message has been sent from. At the same time a voice call to a special telephone number of the operation centre is triggered, while the integrated voice processor informs about the reason of the alarm (accident, emergency, theft) and the identity of the vehicle.
